ABSTRACT

Resumo A pandemia de COVID-19 teve um imenso impacto nas condições de vida e trabalho de toda a população do país, impactando de modo diferenciado e mais intenso os grupos considerados vulneráveis. O objetivo deste artigo é apresentar um panorama da evolução da pandemia no país segundo os boletins do Observatório Covid-19 Fiocruz, no período entre as declarações de início e de encerramento da Emergência em Saúde Pública de Importância Nacional (ESPIN), fevereiro de 2020 a abril de 2022. Foram utilizados diversos dos indicadores adotados nos 69 boletins publicados para a análise da pandemia, como casos e óbitos por SRAGs e COVID-19, grupos etários, taxas de ocupação de leitos UTI e vacinação, entre outros. A análise da evolução foi organizada entre anos e fases da pandemia, procurando destacar o que caracterizou cada momento. A declaração de encerramento da ESPIN no Brasil coincide com as discussões acerca da transição de pandemia para a endemia, sem que isso represente a eliminação do vírus, das infecções e da doença, colocando-se os desafios de avanços nos processos de vacinação no Brasil e no mundo e da convivência com cenários que poderão exigir a adoção de medidas de proteção temporárias em períodos epidêmicos e de maior risco para grupos vulneráveis.


Abstract The COVID-19 pandemic had a significant impact on the living and working conditions of the entire population of Brazil, having a different and more intense effect on groups considered to be vulnerable. The objective of this article is to present an overview of the evolution of the pandemic in the country according to the bulletins of the Covid-19 Fiocruz Observatory in the period between the declarations of the beginning and end of the Public Health Emergency of National Concern (ESPIN, in Portuguese), February 2020 to April 2022. Several of the indicators adopted in the 69 bulletins published for the analysis of the pandemic were used, such as cases and deaths due to SARIs and COVID-19, age groups, % of occupancy of ICU beds, and vaccination, among others. The evolution analysis was organized between years and phases of the pandemic, seeking to highlight what characterized each moment. The closing statement of ESPIN in Brazil coincides with the discussions on the transition from a pandemic to an endemic scenario, without this representing the elimination of the virus, infections, and disease, posing the challenges of advances in vaccination processes in Brazil and around the world, as well as living with scenarios that may require the adoption of temporary protection measures in epidemic periods and periods of greater risk for vulnerable groups.

ABSTRACT

Background Immigrant health is an key node in achieving the goal of universal health coverage proposed by 2030 Agenda for Sustainable Development. The shock of severe public health emergency may exacerbate the original health-related contradictions of this group and bring more negative health effects. Objective To identify academic research hotspots and directions of immigrant health, and to examine trends in research hotspots before and after the public health emergency, so as to provide references to study immigrant health and response to public health emergency in the future. Methods Articles (document type) included in Web of Science core collection from 2017-01-01 to 2022-12-31 were retrieved. Microsoft Excel 2019 was used for descriptive analysis of included papers. VOSviewer 1.6.19 and CiteSpace 6.1.R6 were combined to draw cooperation maps of authors, institutions, and countries/areas to understand their cooperation and communication, and to draw keywords co-occurrence map, keywords clusters map, and keywords burst map to examine the hotspots and trends of immigrant health research before and after public health emergency. Results A total of 5997 papers pertaining to immigrant health from 2017 to 2022 were included, and the number of publications every year were overall on the rise generating a group of productive core authors. Institutions from the United States, Canada, and Northern Europe not only tightly cooperated within their countries/areas, but also cooperated frequently among countries/areas, forming an international cooperation network with the United States as its core. The keywords co-occurrence map showed that from 2017 to 2022, the research hotspots of immigrant health mainly focused on target groups of women, children, and refugees, and the study topics of mental health, acculturation, and care. The results of cluster analysis and further extraction found that the research topics in this field were divided into five categories: maternal and child health care, acculturation and mental health, health services, health equity, and chronic disease. The keywords burst map revealed that the research hotspots shifted from ethnic group, risk behavior, and sexes to COVID-19, health equity, social isolation, and victimization under the impact of public health emergency. Conclusion The cooperation and communication among study teams, institutions, and countries/areas have promoted the development of immigrant health study. Public health emergency has exacerbated the existing vulnerability of immigrants, and the topics related to health equity and social isolation of immigrants have raised attention becoming the research forefront. It is suggested that under the impact of public health emergency, corresponding public health policies are needed to mitigate health inequities and social support is also required for immigrants to ensure their physical and mental health.

ABSTRACT

BackgroundIn public health emergencies, medical staff undertake many important tasks. Having a good mental health status and capability in popularization of science can improve the work efficiency of medical staff, and thus enhancing the public's trust and support for medical care. ObjectiveTo investigated the anxiety, insomnia and security level of medical staff under the public health emergency, and to explore the correlation between anxiety and capability in popularization of science of them. MethodsFrom June 1 to September 1, 2020, a total of 588 medical staff in Sichuan Province were investigated through the Questionnaire Star platform. The survey included a self-designed general information questionnaire, the Psychological Security-Insecurity Questionnaire (S-I), Self-rating Anxiety Scale (SAS), Athens Insomnia Scale (AIS) and science popularization questionnaire during the COVID-19 epidemic. Pearson correlation analysis was used to examine the correlation among SAS, S-I and AIS scores, as well as the correlation between SAS and the science popularization questionnaire during the COVID-19 epidemic. ResultsDuring the public health emergency, the S-I score of the medical staff was (27.46±9.20), with 21 cases (3.57%) having a low level of security. The SAS score was (44.21±9.57), with 208 cases (35.37%) having anxiety symptoms. The AIS score was (11.40±5.25), with 450 cases (76.53%) suffering from insomnia. Correlation analysis showed that SAS score was negatively correlated with S-I score (r=-0.640, P<0.01), while positively correlated with AIS score (r=0.618, P<0.01). There was a negative correlation between the degree of usage about medical staff's science popularization tool and SAS score (r=-0.501~-0.185, P<0.01). The use of science popularization channels was negatively correlated with anxiety (r=-0.510~-0.232, P<0.05 or 0.01). There was a negative correlation between the level of trust to popularization of science and medical staff anxiety (r=-0.548~-0.338, P<0.01). ConclusionUnder the public health emergency, the detection rates of anxiety symptoms and sleep disorders among medical staff are high, and anxiety is negatively correlated with medical staff's capability in popularization of science. ABSTRACT

Objective@#To analyze the epidemiological characteristics of public health emergencies in Zhoushan City from 2004 to 2021, so as to provide insights into the prevention and control of public health emergencies. @*Methods @#Data pertaining to public health emergencies and their associated data in Zhoushan City from 2004 to 2021 were retrieved from Emergency Public Health Management Information System of Chinese Disease Prevention and Control Information System. The type, date of occurrence and places of public health emergencies were descriptively analyzed.@*Results@#Sixty public health emergencies were reported in Zhoushan City from 2004 to 2021, during which 1 527 cases were reported and 52 661 individuals were involved, with an attack rate of 2.90% (95%CI: 2.78%-3.02%). There were 3 Ⅲ-level (5.00%), 13 Ⅳ-level (21.67%) and 44 unclassified public health emergencies (73.33%), and no Ⅰ- or Ⅱ-level emergencies were reported. The reported public health emergencies peaked in January (9), August (6) and December (9), and there were 47 infectious disease emergencies (78.33%), 10 food poisoning emergencies (16.67%) and 3 chemical gas poisoning emergencies (5.00%), respectively. The four most common infectious disease emergencies included other infectious diarrhea (25.53%), COVID-19 (17.02%), influenza (14.89%) and chickenpox (14.89%). School and kindergarten were predominant places where public health emergencies occurred (39, 65.00%), and the three most common public health emergencies reported by schools and kindergartens included other infectious diarrhea (28.21%), influenza (17.95%) and chickenpox (17.95%).@*Conclusions@#Infectious disease emergencies were predominant public health emergencies in Zhoushan City from 2004 to 2021, and Ⅳ-level and unclassified emergencies were predominant. Public health emergencies mainly occurred in schools and kindergartens.

ABSTRACT

Objective@#To construct an evaluation index system of public health emergency preparedness capacity in county-level centers for disease control and prevention (CDC), so as to provide the evidence for improving the public health emergency preparedness capacity in county-level CDC.@*Methods@#An index system framework was created based on review of health emergency policies, laws and regulations released in China from 2003 to 2023. The importance, sensitivity and accessibility of indicators were scored and screened through two rounds of Delphi expert consultations, and the weights of indicators were calculated using precedence charts. The efficiency of Delphi expert consultations was evaluated using the active coefficient, authority coefficient and coordination coefficient. @*Results@#Eighteen experts participated in consultations, including 9 men, 15 with educational levels of master degree and higher, 12 with preventive medicine or public health as the specialty, and 12 with deputy senior professional titles and higher. The active coefficients of two rounds of consultations were 100.00% and 94.44%, and the authority coefficients were 0.83 and 0.84, respectively. The coordination coefficients of secondary and tertiary indicators during the second round consultation were 0.341 and 0.241, which were both higher than those during the first round (both P<0.05). The final evaluation index system included 8 primary indicators, 21 secondary indicators and 58 tertiary indicators. Among primary indicators, health emergency organization and management (0.203 1), health emergency team building (0.203 1) and financial support for health emergency (0.203 1) had the highest weights, and of secondary indicators, completion degree of health emergency administration regulations (initial weight/global weight: 0.750 0/0.152 3), health emergency team building (0.750 0/0.152 3) and financial support for emergency (0.750 0/0.152 3) had the highest weights, while among tertiary indicators, defining the duty of health emergency administration sectors had the highest weight (0.750 0/0.114 2). @*Conclusion@#The created evaluation index system is feasible for evaluation of the public health emergency preparedness capacity in county-level CDC.

ABSTRACT

In the emergency response to public health emergencies, a series of ethical issues will be faced. One of the core issues is that the ethical conflict between personal freedom of medical staff and common good has not been effectively resolved, and the moral responsibility boundaries of medical staff have not been clearly defined. The personal freedom rights of medical staff are constrained in the emergency response to public health emergencies due to the prior moral requirements and regulations for them that emphasizes the priority of safeguarding public interests. Therefore, it is important to consider elements such as voluntariness, proportionality, priority, and fairness when balancing the tension between personal freedom of medical staff and common good. It is recommended to establish a rating system that endangers the life safety of medical staff, list the ethical list of "legitimate reasons" by the health administrative department, and improve the reward system of "moral and welfare consistency" to solve the ethical conflict between personal freedom of medical staff and common good, so as to better achieve common good.

In recent years, due to the complex international situation, frequent outbreaks of public health emergencies, and the rapid development of various new media, negative emotions and various rumors often spread at an extremely fast speed within certain groups, and increase in geometric multiples. Medical youth, as young talents with medical professional knowledge, have a certain influence, and can adapt to the development of various new things in the new era and timely respond to various emergencies. They are also the backbone of various departments in hospitals in emergencies, especially public health emergencies. Therefore, combining the actual situation with on-site investigation to analyze the role model and exemplary role played by medical youth in public health emergencies, and further summarize and amplify this exemplary and pioneering role of medical youth through analysis and research, has important practical significance for fully exerting their positive role in such events.

ABSTRACT

@#Abstract:Objective To evaluate the basic development status of public health emergencies of infectious diseases in Hainan Province from 2013 to 2022, analyze the distribution and characteristics of these emergencies, as to provide important scientific basis for the study and formulation of economic health development planning policies, for the health security policies and infectious disease prevention and control strategies in Hainan Province. Methods The relevant statistical data of public health emergencies involving infectious diseases reported in Hainan Province from 2013 to 2022 were collected, and the status quo of these emergencies was analyzed by using descriptive data statistical analysis method. The ARIMA model was used to predict the number of public health emergencies reported by infectious diseases in Hainan Province from 2023 to 2025. Results From 2013 to 2022, a total of 482 public health emergencies were reported in Hainan Province, of which 426 were infectious disease public health emergencies, accounting for 88.38%, with a total of 8 876 cases, an incidence rate of 0.61%, and eight deaths, a case fatality rate of 0.09%. The major public health emergencies of infectious diseases were unclassified events and general events, accounting for 69.25% and 29.58%, respectively. The main diseases were novel coronavirus infection, chickenpox and hand, foot and mouth disease, accounting for 45.07%, 15.49% and 11.97%, respectively; in terms of time distribution, the number of reported incidents showed an upward trend over time, with a decline in 2021, and mainly had three peak periods, April, August and December, with a total of 220 cases reported; in terms of regional distribution, the major cities and counties reported were Haikou, Wanning and Wenchang, accounting for 27.46%, 19.25% and 9.86%, respectively; in terms of location distribution, the events mainly occurred in schools, accounting for 42.02% of the total number of incidents. The ARIMA(1, 1, 0) model was used to predict infectious disease public health emergencies, and the results showed that the forecast state would be stable from 2023 to 2025, with no obvious upward trend, that is, the fluctuation range of public health emergencies related to infectious diseases in Hainan Province would be stable in the next three years. Conclusion The number of infectious disease public health emergencies reported in Hainan Province from 2013 to 2022 has increased year by year, with a decline in 2021. Although the forecast shows that public health emergencies such as infectious diseases are relatively stable with no obvious upward trend, the prevention and control of the epidemic should not be taken lightly. Hainan Province should continue to increase the investment in monitoring public health emergencies, improve the information system of public disease prevention and control, and carry out real-time monitoring of public health emergencies of infectious diseases.

ABSTRACT

Objective To analyze the current status and influencing factors of occupational stress among medical staff during major public health emergencies. Methods A total of 491 medical staff in Guangzhou City was selected as the research subjects using a convenient sampling method. The Job Content Questionnaire and Effort-Reward Imbalance Questionnaire were used to evaluate the occupational stress level in the job demand-control (JDC) and effort-reward imbalance (ERI) models among the staff. Results Among the research subjects, the detection rates of occupational stress in JDC and ERI models were 50.1% and 52.5%, respectively. There was no significant difference in the detection rates of occupational stress between the two models (P>0.05). The result of multivariate logistic regression analysis showed that individuals with lower monthly income and longer weekly working hours had a higher risk of occupational stress in both JDC and ERI models (all P<0.05). Staff with night shift, daily sleep time less than six hours, and dissatisfaction with the protective measures provided by the hospital had higher risk of occupational stress than those with no night shift, daily sleep time at least six hours, and satisfaction with the protective measures provided by the work place in JDC and ERI models (all P<0.01). The risk of ERI model occupational stress of personnel who had been exposed to COVID-19 cases or suspected cases was higher than that in those who had not been exposed (P<0.05). Conclusion Medical staff experience a certain level of occupational stress, characterized by both JDC and ERI models, during major public health emergencies. The main influencing factors included personal monthly income, weekly working hours, night shift, sleep time, satisfaction with protective measures and occupational exposure.

ABSTRACT

Objective:To investigate the characteristics of anxiety and depression of postgraduates in military medical university under public health emergencies.Methods:By means of self-rating anxiety scale (SAS) and self-rating depression scale (SDS), 944 postgraduate students of a military medical university were investigated to analyze their characteristics of anxiety and depression. SPSS 25.0 was used to statistically analyze the collected data.Results:①The positive rates of anxiety and depression were respectively 8.03% and 8.25%. ②The positive rate of anxiety of male postgraduates was significantly higher than that of female postgraduates ( P=0.035). ③The positive rate of anxiety of serviceman students was significantly higher than that of civilian students ( P=0.022). ④There was no statistical difference in the positive rates of anxiety and depression among postgraduates in different areas ( P > 0.05). ⑤The levels of anxiety and depression of left-behind children were significantly higher than those of unleft-behind children ( P=0.000, P=0.018). ⑥The levels of anxiety and depression of postgraduate students were lower than those of undergraduate students ( P=0.000, P=0.002). Conclusion:Under the outbreak of public health emergencies, anxiety and depression occur in the postgraduates. To strengthen the mental health maintenance of postgraduates in military medical university during the outbreak, it is necessary to pay more attention on the mental health of military students, males and who were left-behind children before.

ABSTRACT

Objective:In order to improve the staff's ability to deal with public health emergencies, a third-class hospital in Beijing has made efforts to improve the emergency response ability of all staff members to achieve zero infection, and to carry out vocational training and assessment of all staff.Methods:The instructional system design (ISD) model system is used to design the training course. The online learning, electronic examination paper assessment and on-site training of people in the hospital were analyzed by Excel and SPSS 22.0.Results:After training, the average scores of trainees increased from 84 points to 100 points, and the average answering time was shortened from 308 s to 179 s. There were differences in the assessment scores before and after training for personnel with different professional titles, and there were differences in the assessment scores before and after training for personnel between different departments.Conclusion:In case of public health emergency, it is necessary to train and assess the whole staff. The application of ISD model is helpful to make training plan quickly. The application of online learning assessment is the first effective way of emergency training.

This study deeply explores the cause of high incidence of PHE-associated psychological crisis in college students, and advocates the teaching management staffs to take full advantage of the present information technology on college students' psychological assessment, daily psychological education, and related information collection, with the current college information construction platforms. The aim is to build an early warning and intervention mechanism that is susceptible to college students' psychological crisis, and to better protect the mental health of college students.

ABSTRACT

Objective To investigate the epidemiological characteristics of varicella public health emergency events (PHEEs) in Xinwu District from 2016 to 2020, and to provide a scientific basis for formulating prevention and control measures. Methods Data was retrieved from “Public Health Emergency Management Information System” in "Chinese Disease Control Information System" and “Jiangsu Provincial Vaccine Management Information System”. Descriptive epidemiological methods were employed to analyze the data. SPSS software was used for statistical analysis. Results A total of 35 varicella PHEEs were reported in Xinwu District from 2016 to 2020, accounting for 57.38% of all PHEEs of infectious diseases in the same period. A total of 1 033 cases were reported, with an attack rate of 1.91%. The events showed a bimodal distribution. A small peak occurred from April to June, and the number of events accounted for 17.14%. A large peak occurred from November to January of the following year, and the number of events accounted for 82.86%. All events occurred in schools. Kindergartens were the most dangerous places, and the number of events accounted for 45.71%. Preschoolers aged 3-6 years accounted for 48.83% of the total cases, and the male-to-female ratio of students was 1.40:1. Among 234 cases with a history of immunization with Varicella Attenuated Live Vaccine (VarV), the longer the time interval from the date of VarV inoculation to the data of onset, the higher the proportion of varicella cases. Varicella PHEEs reporting time was positively correlated with duration (rs=0.391 , P<0.05). Conclusion Early detection, early reporting and early isolation can effectively control the duration of the event. School varicella surveillance should be strengthened during the epidemic peak period. Preschoolers are vulnerable groups. It is suggested that VarV should be included in the inspection work for enrollment in kindergartens.

ABSTRACT

Resumo Nesta entrevista, Sonia Guajajara, coordenadora executiva da Articulação dos Povos Indígenas do Brasil (APIB), aborda as análises e estratégias desenvolvidas pelo movimento indígena para o enfrentamento da pandemia da COVID-19. Entre os pontos destacados, estão as estratégias de comunicação, vigilância e monitoramento da COVID-19, o apoio aos territórios indígenas, as iniciativas no Legislativo e no Judiciário, a incidência internacional e a articulação com a academia. Torna-se evidente o importante protagonismo do movimento indígena nas ações de contenção da emergência sanitária e na defesa dos direitos dos povos indígenas, em uma conjuntura de embate com o governo federal e de retrocessos nas políticas públicas.


Abstract In this interview, Sonia Guajajara, the executive coordinator of the Brazil's Indigenous Peoples Articulation (APIB), addresses the analyzis and strategies developed by the Indigenous movement to face the COVID-19 pandemic. Among other topics, she highlights some of the movement's strategies concerning communication, surveillance, and the monitoring of COVID-19, as well as its actions to support Indigenous territories, the initiatives carried out in the Legislative and Judiciary realms, the movement's international incidence, and its articulation with academia. Sonia shows the important role played by the Indigenous movement to control the health emergency and to defend the rights of the Indigenous peoples, in the framework of intense conflicts with the federal government and setbacks in public policies.

Resumo O estudo da definição de agendas e prioridades da saúde global tem sido, nos últimos anos, uma das prioridades de uma literatura crítica que visa identificar as dimensões políticas da governança global em saúde, e que enfatiza os pontos de tensão, exclusão e desigualdade. O presente ensaio se posiciona nesta leitura crítica da saúde global, focando a construção da categoria de emergência de importância internacional. Considerando em específico o caso do surto de zika e de síndromes congênitas no Brasil, em 2016, explora as condições que possibilitam a construção de uma emergência. Questionamos os fatores e condições em torno desse evento de saúde pública que eventualmente foram considerados no processo decisório, e que vão além dos dados materiais mais objetivos relativos à epidemiologia do zika, à sua morbi-mortalidade ou à sua associação com as malformações congênitas. Concluímos que o contexto securitário e a crescente importância do risco na saúde global são condições importantes para entender as declarações de emergência.


Abstract The study of global health agenda-setting and issue-prioritization has been one of the key aspects of a critical literature that, in recent years, has aimed to identify the political dimensions of global health governance and to shed light on points of tension, exclusion, and inequality. This essay speaks to this critical global health literature, focusing on the construction of the category of emergencies of international concern. Considering the case of the outbreak of zika and congenital syndrome in Brazil in 2016, it explores the conditions enabling the construction of an emergency. We question the factors and conditions around this public health event that were considered during the decision-making process and that transcended material, more objective data regarding zika's epidemiology, its morbimortality, or its association with congenital malformations. We conclude that the securitized context and the growing relevance of risk to global health are important conditions for understanding emergency declarations.

@#<p style="text-align: justify;">Proper maternal nutrition evidently results in good pregnancy outcomes both for the mother and born infant. However, the process leading to good nutrition during pregnancy remains a challenge most especially during public health emergencies, such as the COVID-19 pandemic, which brought limitations on access to a variety of foods as well as nutrition services. Thus, nutrition education through the provision of contextualized information, education and communication (IEC) materials was explored as an alternative delivery strategy. The delivery strategy aims to increase the number of pregnant women in Barangay Palanan, Makati City, Philippines who have adequate nutrition knowledge through IEC materials-based nutrition education that is contextualized during public health emergencies. As an outcome, the delivery strategy intends to increase the number of pregnant women who have normal nutritional status as determined by weight per month of pregnancy. Results in determining the adequacy of nutrition knowledge through pre- and post-testing show that there is a 10% increase in the passing rate from 59% at baseline to 69% at endline. From the number of pregnant women who have taken the post-test, a remarkable 52% have either post-test scores that are maintained or improved. Meanwhile, for pregnant women who have normal nutritional status, an increase of 5% was seen given by 46% at baseline to 51% at endline. Ultimately, IEC materials-based nutrition education may serve as a supplementary approach in the continuous provision of nutrition services to attain good nutrition of pregnant women amid the COVID-19 pandemic.</p>

ABSTRACT

@#<p style="text-align: justify;"><strong>Objective:</strong> The project aims to develop a community kitchen manual for public health emergencies.</p><p style="text-align: justify;"><strong>Participants:</strong> The officers and members of the Samahan ng Nagkakaisang Kababaihan ng BASECO served as community respondents for this project. These eight women were in charge of the community kitchen operations, particularly the feeding program during the COVID-19 pandemic.</p><p style="text-align: justify;"><strong>Implementation:</strong> The whole project comes in three phases. The design stage was executed in phase one of this project. The phase one also focused on the development of manual content based on available literatures and considered the interviews conducted with respondents.</p><p style="text-align: justify;"><strong>Discussion:</strong> The manual contains guidelines on food safety and meal preparations. Based on the interview, the proponents identified specific contents that must be included in the guidelines, as compared with the need to improve current operations of the group's community kitchen. Looking at the activities of the community, the proponents indicated the food flow guidelines to ensure a safe, nourishing and accessible community kitchen (S.N.A.C.K).</p><p style="text-align: justify;"><strong>Conclusion:</strong> The designed community kitchen manual may be of use to lay groups putting up community kitchens, since there is no existing manual in the Philippines. However, phases two and three must be conducted to validate its usefulness and accuracy in the field.</p>

ABSTRACT

Objective@#To investigate the characteristics of public health emergencies and related information in schools of Zhejiang Province from 2012 to 2021, so as to provide insights into the management of public health risks in schools.@*Methods@#The public health emergencies and related information in schools of Zhejiang Province during the period from 2012 to 2021 were retrieved from the Public Health Emergency Management Information System of Chinese Disease Prevention and Control Information System. The type, temporal distribution and regional distribution of the events and the type of schools were analyzed, and the trends in disease attack rates were evaluated.@*Results@#A total of 1 284 public health emergencies and related information were reported in schools of Zhejiang Province from 2012 to 2021, accounting for 72.34% of all public health emergencies and related information, and a total of 40 562 cases were reported, accounting for 87.72% of all cases; no death was recorded. There were 1 276 infectious disease events reported, accounting for 99.38%, and norovirus enteritis (649 cases), varicella (281 cases), influenza (181 cases), hand, foot and mouth disease (94 cases) and mumps (22 cases) were predominant infectious diseases, accounting for 95.56% of all public health emergencies and related information in schools. The number of public health emergencies and related information in schools peaked during the period between March and June (361 events, 28.12% of all events) and the period between November and December each year from 2012 to 2021 (629 events, 48.99% of all events), and the events occurred across 11 cities of Zhejiang Province, with the largest number of events reported in Hangzhou City (507 events). In addition, there were 627, 328 and 242 events reported in primary schools, kindergartens, and middle schools, accounting for 93.22%, and the events predominantly occurred in city schools. Nevertheless, there were no significant changes in the trends for attack rates of norovirus enteritis, varicella, influenza and hand, foot and mouth disease and mumps in schools of Zhejiang Province from 2012 to 2021.@*Conclusions@#Norovirus enteritis, varicella, influenza, hand, foot and mouth disease and mumps were the predominant types of public health emergencies and related information in schools of Zhejiang Province from 2012 to 2021, and the largest number of events were reported in primary schools.

ABSTRACT

ObjectiveBased on the investigation of the core capacity development of health emergency response of Shanghai disease prevention and control institutions after the COVID-19 pandemic, to analyze the shortcomings of health emergency response capacity of Shanghai disease prevention and control institutions, and to put forward suggestions to improve the core capacity of Shanghai's disease prevention and control system in the face of public health emergencies. MethodsUsing questionnaire surveys, investigations and evaluations were conducted on the emergency system development, epidemic monitoring and risk assessment, emergency team manpower and equipment, and actual response to COVID-19 in 16 district-level disease prevention and control institutions in Shanghai. ResultsThe overall public health emergency response capacity building of the district-level disease control agencies in Shanghai is relatively good, and the effect of capacity building has been proven during the handling of the new coronavirus. But at the same time, it also exposed some specific problems such as imperfect system construction, lack of emergency personnel and materials, insufficient on-site handling capabilities of personnel, and uneven allocation of emergency personnel and materials among different agencies. ConclusionShanghai district-level disease control should focus on the specific problems, such as strengthening the development of health emergency system, improving the human resources and material reserves of the emergency teams, and optimizing the laboratory testing ability, to further improve the core health emergency capacity of Shanghai disease control system.

ABSTRACT

【Objective】 To establish the quantitative classification model of blood inventory warning for public health emergencies, so as to provide reference for practical application. 【Methods】 The classification model of blood inventory early warning for public health emergencies was constructed through literature review, fuzzy comprehensive evaluation method and analytic hierarchy process (AHP). The constructed model was used to conduct fuzzy comprehensive evaluation on the data of day 10 before, day 1/5/40 after the launch of Level I public health event response in Deyang Central Blood Station in 2020 and calculate the warning level. 【Results】 The warning levels of day 10 before, and day 1/5/40 after the response were blue, orange, red and blue, respectively, which were consistent with the actual situation of Deyang performing Level I public health event response at that time. 【Conclusion】 It is feasible to use fuzzy comprehensive evaluation method to build the blood inventory warning classification model in public health emergency, which provides theoretical reference for practical application.
